One of the great comic and pulp cover artists of the 1940s and 50s was Joe Doolin.
In addition to frequent interior work, Doolin represented the house cover style of "Fiction House" publications, drawing and inking a huge chunk of the publisher's output for much of the 40s and 50s.
Doolin was uniquely fond of drawing muscular women.
On occasion, as with Planet Comics #46, Doolin's women were drawn with such muscularity that they must have raised eyebrows.
The cover at right is from Fight Comics #43, and appears to show a modern-day Mexican woman about to be sacrificed by a muscular Aztec priestess.
Update: Large versions of Fight Comics covers can be found here. #36 is also pretty cool.
I have just read through PLANET COMICS #46 at the Golden Age Comics Downloads website, and have found that the cover does not coincide with the stories in the book.

...the covers still rarely coincide with the contents of the book.
