With Lyra and (I'll assume with She-Rulk) you're getting characters who are clearly defined and don't have thirty years of backstory that has given several quite different takes on the character.
Lyra even has her own schtick in that anger makes her weaker... and she has her "hulk fu". I'm sure She-Rulk will have her villain thing... Jen is subject to terribly fractious fanbase that could probably have a fight over anything you mentioned about her. I assume Marvel want a strong female to push as a Wonder Woman equivalent... or something and Jen just has too much baggage.
You know you could have said the same thing about The Hulk... He's Gray... He's Green... He's Smart... He's Dumb... He knows he's Banner.... He doesn't. There were may different "Hulks" over the years but Peter David came up with a brilliant solution: He's all of the above. I'm not saying that Multiple Personality Disorder would explain Jen's inconsistencies, but good writers have and good writers will pull together a character from different interpretations. Lazy writers say 'What The Hell' to previous interpretations and push for a 'Mary Sue' take on the Character to make them behave the way they want as opposed to whether or not any of it makes sense from their histories.
Lyra and Red Shulk may be 'clean' of Jennifer's history but are they really more interesting? Lyra is Green Thundra Lite... (Who's a Wonder Woman knock off) Red Shulk looks to be a return to the "Bad Grrl" days of the nineties with Big Boobs, Big Guns. Marvel isn't stupid: put A list artists like Ed McGuinness or Frank Cho it sells. But without that support would either character survive as stand alone concepts? As for the "fractious fanbase" I think that was always an inherent problem for the solo titles... and would still be the case with Lyra and Shrulkie. She Hulk/Jen has always been a good support character and team player and would work better in that environment... alas not in the "Dark" Universe of Joe The Q.

Some think She-Rulk is Domino(she found out who Rulk is) or some SHIELD or HAMMER agent(the suit).
Pretty sure Jen isn't dead since Lyra is looking for her(in Pak's Hulk so Jen's safe).Of course we have to see what happends in this World War Hulks(nothice it's plural) thing.

If you look at this preview that IGN put up they introduce somebody who is not a Hulk, using a big gun like She-Rulk, and who's wearing a similar outfit to She-Rulk, only without the rips and tears. I wonder if this means we'll be seeing a TF.

Loeb has decided to go after "Well what about a character like Domino whose powers don't revolve around beating opponents through sheer strength or speed?"
Also: "OH HEY I'M ALSO SUPER SMART NOW"
God I hate Rulk.

Rulk has always been smart.
Also, it isn't official that she's She-Rulk. It's just one theory.

Oh, sure - you can say of pretty much all big characters like Batman, Superman, The Hulk etc. have had that. It's pretty much inevitable given the time the characters have been around. The problem She-Hulk has is, there isn't anything that can be seen as... a definitive She-Hulk. With the Hulk, most people would quickly turn to the "Hulk smash" before they went into the Green Scar, Mr. Fixit, Professor etc. Those are of course, aspects - but there's an iconic quality to the aforementioned. I mean, we've had a whole mess of Batmans but people will probably always hold up the brooding Dark Knight Bob Kane type interpretation.
She-Hulk just doesn't have that. There's no quintessential She-Hulk costume or character... Although, I suppose we've moved closer to that of late... With the purple and white unitard and She-Hulk being a bad ass brawler... with quipping!
And Domino... well, the MYSTERY OF THE SHE-RULK! Will presumably run for a while and do what the original issues with Rulk did and introduce a number of potential suspects. I hope that Loeb manages to do a better job a second time round... scant hope.

Ha ha, that would be awesome. Pluck a third tier character and give her an in-continuity reboot. Given the bombastic slant of Loeb's Rulk stuff, a Red She Hulk should at least have some fun artwork. And who knows, maybe a tf to rival the Ultimate Wolverine vs Hulk. So why not?
It's going to be awhile before the Jen Walters She Hulk gets another shot at a series. Sorry, but that's the facts; a book generally doesn't get renewed right after a sustained plummet in the sales charts. Peter David's run on the book lost me after the third issue, and UWvH issue five and six were migraines sold as pulp fiction. How bad could it could a She Rulk be in comparison?

<ouch> That's sad but true. I guess it's a testament to the character that after her book tanked, they made TWO more She-Hulks.
I hold no hopes for Loeb's story in general, but hopefully the Red She-Hulk part will be fun. At least there will be a buff female character.
As for her identity, it does look like a shield uniform to me. The gloves aren't domino's, but are close to those of shield agent. And, the streaks in the hair remind me of Contessa Valentina Allegro De Fontaine (Nick Fury's GF and former Deputy Directory of Shield).

She was recently a Skrull captive, so might be prime for something like being the Red She-Hulk. I have no idea why someone with the Power of a Red Hulk would carry a weapon, and both Red Hulk and Red She-Hulk do so. But, someone who has trained and relied upon weapons all their life ... might find it hard to give up.
But then, I've thought that the Red Hulk was Clay Quatermain from the start (#2 was Ross). Quartermain was on the heli-carrier when the Red Hulk appeared, and has the access that the Red Hulk has shown to have.
Certainly in the Domino shots, Red Hulk's alter ego seems to have spiky blond hair....
