The COPS villian you’re thinking of is "Ms. Demeanor". I remember her telling the crime boss "I’d rather be healthy than wealthy" when he interrupted a workout.

I’d just come to terms with my femuscle lust, and remember the charactor well. She only appeared a few times, sadly.
