Moved some boards around, created some new ones

    I'm getting ready to add some boards suggested by The_Pimp_Neon_Black and other moderators, at least one which will require some new code.  In the run-up to actually implementing that, I have moved some things around and created some new boards to better accomodate existing topic groups.

    So here's an inventory of changes:

    1. New Pay Sites board added to (renamed) Other Sites and Web Links.
    2. Television/Movies, Comics/Cartoons/Anime, Technology Q&A, Video Games, Social Impact moved to be child boards to (new) Society, Media & Technology.
    3. Fitness & Figure, Bodybuilding moved to child boards of (renamed) Women's Competitive Athletics
    4. New Progress Photos board added to Training and Lifting
    5. Order of boards in Notices and Site-related Discussion shuffled

    Also, to prevent misuse/abuse of the Announcements & Updates boards, only users who are ranked Site Regular and above (25 or more posts) have the ability to post new topics to this board.  (All registered users can reply to existing topics.)

    What is a 'Child Board' exactly?

    Embarrassingly enough, my's adled and thick brain did figure that out mere moments after asking and forgot to remove the question.
    Oh, well. Such is Existence, I's guess.
