Anybody know what anime this image is from? Or if its even from an anime feature?

The original anime/manga is Prison School (http://prison-school.wikia.com/wiki/Prison_School_Wiki), but this picture is Rentb’s take on it (http://rentb.deviantart.com/gallery/).

The character he chose is Meiko Shiraki, one of the main female character. She’s really strong, always training in all kind of ways. But she not drawn muscular.

Yep she done in the classic dominatrix body type. does feats of strength all through the anime. its a shame did not even her give a cross trainer body. Its a good anime with great tension and plot twists, I recommend it .
