Hmm, in that particular vid-clip?
That Olympic bar is about 40#, and she has slapped 2x 10# on, too. That’s about 30# per arm, but you get some “cheating” leverage from using a BB. Given her form (not exactly on the side of strict) I’d say she’s using too much weight. Better to go with slightly less weight, and a pair of dumbbells so one arm (stronger) isn’t assisting for the other (weaker).
My own personal experience, especially with small muscles (i.e. bi’s tri’s and delts) it best go by how it “feels” as opposed to letting the amount of weight dictate what you’re doing. If don’t get a pump after 2-3 sets, you’re doing something wrong, probably using too much weight and/or letting the motion carry the weight instead making the targeted muscle(s) do the work.

Looking at the video and comparing that to the photos taken 2-4 yrs ago, she appears about the same in some, others lesser.
In the video she is lean, has good visible definition of the musculature – offseason controlled diet rather than for contest prep?
That might be part of it, and she’s probably training differently now – perhaps for maintenance instead of building size.
