Whereas some cultures have made complaining and whining into an artform, for example, the blues and some traditional rituals.
Blues: complaining and whining as an artform. Never looked at it that way.
Emo rock, grunge, et al, maybe.
And of course there's the 21st century phenomenon of… the blog.

Blues are more than just a mere artform of whining (IMO)…blues, if performed correctly, should have the opposite affect on people. To the people listening, it offers the thought "man, my life isn't as bad as his/hers, so I'm thankful for what I have." Also, it helps the person get their feelings out…and most of the time they feel better afterwards. It's like when you tell someone something that's bothering you…and you feel relieved after you "get it off of you".
Also, this song helps me ever since I heard it, too. It's not blues, but if you listen to the words, I believe it'll make you feel better.

*sigh*…I miss Bleedin' Gums…I wish they didn't get rid of him. 🙁
Yes, that's the idea exactly. To be able to say how you feel and make people go "Yeah!! That's the sh$t!" as opposed to "Emo! Get away from meh!!" Most people just haven't been taught or encouraged to express their emotions, particularly the "negative" ones.
