    Yes that is Black Canary and the image is from Young Justice episode 5 in season 1. Black Canary is the trainer of Young Justice and makes an example out of Superboy (Conner).

    Why oh why did they cancel that cartoon?
    It’s better than alot of the live action movies DC/Warner bros.has done
    Especially strong female role models even the villans were strong&shapely
