Does anyone know any good free 2D animation programs?
GIMPshop can be used to create single frames.

Here's where you can download it

Dogwaffle might provide another means of frame construction.

As for a program that does everything you may want in 2d that's free I haven't had much luck finding. But here's a neat article on what folks might WANT in their dream program.

Just get rid of the * in the addresses and copy paste. I didn't want to hotlink them.
Hope this helps somewhat. :-
You can also use http://www.gypsee.com if you have the single frames already. There's another program out there that's a bit more complex but I haven't really gotten into it and I don't recommend it, so I don't remember the name.
Good luck.
The Collector did a good job offering a run-down of bitmap animation tools so I'll just mention the free vector tools I know about.
Synfig
Opensource 2-D Film-Quality Animation
Very impressive feature set, but still under development, especially in the user interface department. I'm very excited about this one, but haven't got around to trying it out yet.

TweenMaker
You can download a free "Student" version but it's missing some important features such as high-res output.

Moho
Not free but I feel like I have to stand up for it considering what the guy had to say about it in *http://www.ubergeek.tv/article.php?pid=32.
It's true that it has a unique way of defining vector shapes but I've always found it highly intuitive to use. He also doesn't mention that all of the tools are script based so you can customise them and add your own, even to the extent of interacting with third party apps. Someone used this to write a plugin for converting bitmap frames into vectors. Let's see Flash do that.

Hope to see some cool animations from you in the future.
You can get a free serial number for (and download) Toon Boom Express 2.5 by going to http://www.toonboom.com/pcuser/. Supposedly this will work until September 15, 2006. I think you can get both the Mac and the PC versions. I got the Mac version a couple of weeks ago.
