I think you're referring to one of the issue 3 of the original Excalibur series, the one with Juggernaut on the cover walking over Captain Britain.  Here's the cover of that issue from Alan Davis' website.

I was at the Phili comic con this and looked but year and couldn't find that issue. I was told by all the venders I asked that it was hard to get a hols of and was rather expensive to buy if you did happen to find it.

Heh, "Glory!" says Captain Britain.  Glorious, indeed.

Alan Davis always had a tendency to draw his women buffed.  I posted before about another Excalibur character, Cerise.  There's a female version of Captain Britain (who's name I can't remember) from another multiverse who shows up later on in the series.  I remember a short She-hulk story he drew in Solo Avengers #14 which featured a great rendition of Jennifer battling Titania.

Dude, they're yanking your chain–if you live in the States (and maybe even if you don't) you can buy it from the highly recommended Mile High Comics online store for $2.80* (as I type this…)!

    *plus shipping, 'natch!

yeah i noticed that Juggernaut comic but its not that the pic i saw of her she was way bigger than the one you posted plus she was wearing a green black uniform so i guess it must be from later comics. I remember seeing that pic at Stonegate's old website posted at the comics archive.
