Rogue did absorb Jen's powers in an X-Men Annual where she was chasing the Impossible Man.

Nope, that's not true.
Rogue has absorbed Juggernauts powers, which are magical in nature.
And the she absorbed the Thing's powers as well
"Rogue is a mutant with the ability to temporarily absorb the memories, thoughts, and abilities (including superhuman abilities) of others via skin-to-skin contact."
Plus she's stolen Jen's power and Bruce's.
Hasn't any of you guys thought of the possibility that this guy created his own universe, with his own set of rules, where Rogue can't take magic powers or whatever?
