    It's a city council meeting for Charlotte, North Carolina.  There's a citizen comment part of the meeting, which is common in the U.S. even in big cities like Charlotte, and sometimes crazies get the floor.  It used to be that no one really knew about these people, but public access TV has brought some of them a fair amount of local fame.
