He's producing vector artwork, and works in Adobe illustrator.  MarianGTS on deviantart colors a lot of the work if you're interested.

showing the 2 different styles.  Anime style is a cel-shaded style with bolder shading.  Gal Game Draw style shows more gradients in the coloring. He noted that he's a little busy, so you may have to wait a little for your completed commission.

Found a nice pic of Chun-Li and Sakura (w/Karin in the background) in this blog post.  Looks like the poster is Taiwanese like sainticon and e19700.  Looks like that country deserves some more attention from the community.
