I guess you could buy a graphics tablet (you can get them cheap like $25 I've heard) and draw over the lines on a program. I mean you can do that stuff on GIMP and that's free software.

I've never had it done, but I'd do a detailed colouring of that for something like $20-25 (for a complete colour commission from me it's like $45-50 so, yeah, this would be just colouring, not drawing)

But hey, there's people like Debido who do that stuff for free, so there's no harm asking?

Because they're expected to be completely devoted to their duties. If they're raised not knowing who their parents are then they don't get distracted by family issues. Guardians are also very rare to be born, so by keeping their parent's identity a secret, they aren't pressured to have more babies thus more guardians.
