It may have to do with filming time constraints. Even a bit of buff is going to take a while, also, a lot of actresses just aren't into our vision of the ideal woman that we'd like to see in these roles.

I believe the problem with these type movies is that there just aren't enough buff actresses out there who can fill the powerful female roles. Thus the studios are left to cast whomever they feel can fit the role, acting-wise, and the physical aspect has to take a back seat.
