Madame Rebecca Steele, BlackMailed!!

Rebecca Steele is the powerful owner of a string of adult entertainment clubs for the joy of kinky people. She is not only a consummated bodybuilder, but also a fierce sex aficionado, carried out to the extreme.

This fact will change the meeting between the two of them… Rebecca will want a trophy, and the corrupt policeman, David Manly, will want to –literally- destroy her…

I have watched the anime!

there was only 1 scene figuring a Huge Muscular Woman having it off with the main character:o but she have some apparition in the movie too  🙂

It also has many other acts with various women involved in the construction of an apartment complex

There's a Japanese anime show called "Getter Robo Daikessen" which has a woman with muscles. But most of everything i could find on it was in Japanese.
