If you have QuickTime Pro (the $29.95 version), just scrub the playback indicator to the frame you want to save and choose File>Export… , then the "Movie to Picture"  option. (Click on the "Settings" button to set compression, etc.)

…Or (if you don't have/don't want to pay for QT Pro) take a screen capture of the video paused at the frame you want.

It should be under "File", scroll down and choose "Export…" You should get the "Export" dialogue box, there should be a dropdown menu there also called "Export" which will most likely say "Movie to QuickTime Movie. Choose "Movie to Picture", then clicking the "Options" button gets you your compression settings. (I'm assuming it would work similarly on Windows as it does on Mac.)

That is, if you have QT Pro. I don't think the free version allows this, so if you still can't find it, you'd have to pay the $30 to get that (and a bunch of other capabilities that I think are worth it.)

Are you on a Mac or PC?  VLC is an open source application that will generate screencaps from Quicktime.  Also, you can use a cap app to capture a paused Quicktime window.

If that doesn't work, send me the file and with Adobe Premiere Pro I can export that one frame for you.
