    I am trying to understand how Steam offline activation works when the connection is unstable. Sometimes I need to launch games without internet and I want to know the proper way to set it up. Any tips?

    Steam can work offline but the process is not always obvious. It helps to review clear steps so the user does not ask for a new login when the network drops.
