While channel surfing this morning, I came across this episode of TMNT from a few years ago.

"Monster Hunter:"

The character's name is Dr. Abigail Finn.  Her voice is suprisingly feminine-sounding, given how big she is.

She shows up first at the :20 second mark, then again at the 4:20 mark.
