Really wore out this topic. Tigersan’s mod is the best as far as muscles, but I can’t get clothing to work. It only shows up when you are naked.
I tried another Mod by Joosebox call CBBE muscle map conversion. It’s not as good as Tigersan’s last two mods, but this one one works with all clothing I tried on and they look great (really emphasizes the boobs). Here are pics under high quality.

I just got a new laptop and reinstalled FO4. Tigersan has a new map out, Ultra realistic muscular skin. I tried it out and make some tweaks on the slider (ask me how if you don’t know how to make it work). Seem even more ripped?
